Charles Martin Powell was born in Chichester, West Sussex and was an early 19th Century artist of great merit whose work reflects the traditions of the Dutch style of marine painting. He was self- taught and his work is noted for its fine draughtsmanship and accuracy of observation. He was at one time, a sailor. Powell exhibited 29 works at the Royal Academy from 1807 to 1821 and 11 at the British Institute from 1813 -1821. His later paintings included historical subjects.Powell died on 31 May 1824.
